By way of continuous means of illicit job creations for the governing Sierra Leone People’s Party – SLPP stalwarts, including the failed former Minister of Foreign Affairs and International Corporation, Nabila Tunis who should be answering questions to the Anti-Corruption Commission for alleged corrupt practices relating to the New York Chancery office, of Sierra Leone Permanent Mission to the United Nations, has asked the Ministry of Finance for Six Billion Leones for the 2022 financial year.

Western Urban Tunis asking for amount to do what that has not been done by others before. She was recently recycled from her former ministry to an immaterial Ministry of Western Urban; a ministerial portfolio with no terms of reference.

Her recycling has brought the government and President Julius Maada Bio lots of criticisms, especially wherein she is being considered as a nonperformers. Yet the president knows best why he is still having her on the job.

The fact that Tunis requested for the sum of Le 6bn from Finance when it is clear that her ministry has no function, programmes and project to implement, continues to ponder minds as to what is she going to do with such funds if approved and allocated by the Ministry of Finance. Ministry of Western Urban is a new thing in the public sector structure of Sierra Leone, as there was never such a political establishment, not even in the eras of the country’s colonial master.

President Bio out of mere internal political pressure mounted on from SLPP members and supporters established the Western Urban Ministry to create jobs for party followers, who are being paid hugely thousand of United States Dollars on tax payers’ moneys.

And by the look of things if the presidency appoint a minister that had failed at a particular institution, yet he continues to keep her there is a likelihood that she can as well fail to deliver at Western Urban especially when there is no terms of reference. Thus there was no need to have recycled her in the first place.

Does that means Madam Minister of Western Urban and others are the untouchables within the Bio administration? A legitimate concern that requires the appropriate answer; and if yes, then no need to have even fired her from her previous place of work, if the president actually meant what he said earlier, in his real ‘talk and do’ terms and not a mere sloganeering.

Unlike others, it is being widely noticed that the regional ministry in the western urban doesn’t relate well with sister ministries departments and agencies, especially when most of them see it as an irrelevant entity trying to poke its nose into the affairs into well established MDAs by laws and exploiting unnecessary funding from government coffers.

Moreover there are hopes that the said ministry will be able to account for what is going to be allocated to it for the running of its quarterly or annual affairs for the general good and benefits of the people, business and institutions – public and private working within the western urban.

With this be in full force as required by law guiding the uses of public funds, as it is of fervent hope that Tunis will perform this time around having fully empowered with what it takes to worker to the expectations of Western Urban residents with effective service delivery if not done already by others. That is why critical minds continue to ask why asking for L6bn for 2022 FY.
