Bio Awards Nonperformers

If President Julius Maada Bio can award Ministries Departments and Agencies MDA’s following his blunt expression of his frustrations at the output of his workers barely a year ago, that is just a shame and disgrace to the SLPP led-government, and by extension the President himself.

The untimely awards were sanctioned following assessments done by the Office of Chief Minister, under the supervision of the Office of the President is not however, impressive at all, given the level of downwards trend in public service deliveries in all sectors.

State House Chief Minister, Professor David John Francis who made the assessments of the three awardees, fundamentally lacks the required experience to manage the Country’s public sector, but was hired by president Bio in April 2018 based on his relationship with him (president), during his studies at the School of Peace Studies at Bradford University in England. The Office of Chief Minister, nor its holder himself do not have a clear terms of reference, thus does not deserve to exists as stated by an outspoken civic activist in Freetown, but OCM keeps recruiting pro-ruling class workers on a daily basis who are being paid thousands of US Dollars at the detriment of the of the State.   

You may want to know how serious is the government of president Bio about delivering on its mandates to be awarding people for failing to carry out their duties. Say what you may, Failure starts right from the top due to the manner in which the Chief Minister himself, other senior Cabinet Ministers as well as key government workers were also hired based on sentiment because the president likes them, not based on competence as required. So what do you expect?  

Ethically, you choose people and leaders for positions of trusts, particularly for public offices because they are capable of delivering on their terms of references for such jobs. So president Bio you don’t have to like your Ministers, Deputies, Commissioners, Directors and Heads of Departments and Agencies, but for what they are capable of doing for the general good of the Country. In Sierra Leone today, Chief Minister, Prof. David Francis and sector workers are being hired for jobs they totally lack capacity to deliver based on their affiliations and ties with the powers that be and the political party in governance. Why in the first place the CM was not awarded? Is it because he couldn’t monitor and supervise MDAs well? Then why is he still holding the job at the Office of the President. President Bio must act now than later.  

The presidency knows its reasons for leaving out such office and the rest of mankind out of the well stage managed process. And CM Prof. Francis would never be bold enough to tell the world that he is charged with task of only rating, assessing and supervising three poorly performed sectors-education, finance and health.

The controversial truth he and president Bio may not want to read nor hear is that the Chief Minister Prof. Francis’s office and the whole government have failed this nation and their governing party that is more reason the so-called unwelcome Cabinet reshuffle should start from the top with the firing of Prof. Francis in particular down to the least.     

To the discredited award, it appear in the eyes of Forum Newspaper (SL) that, the public, civic society groups, opposition political parties and development partners as a mere sham to honour gross incompetence ever in history of Sierra Leone’s public service, while in fact everybody is fully aware of the underperformances of the ministries of health, education and finance, their agencies and departments. These agencies hardly show anything for their services to the nation neither for what their leaders are being paid for from the consolidated revenue fund. For health public health facilities are in short in so many communities in the Country even in peak of the demonic COVID-19 pandemic. Despite loud noise all over the Country about human development and government’s investments in the free education, children in the home district of president Bio are not schooled in a proper learning environment. And for the Ministry of Finance there is nothing to write home about in terms of economic development in Sierra Leone in the last three years. Rather the Country is experiencing drastic reversals of progressive trends that were recorded by their predecessors. So why the awards mediocrity in governance, when president Bio and his administration are fully aware  that good number of his Ministers, Deputies, Directors, Commissions/Commissioners and state owned enterprises are not up to their tasks of their jobs. Yet can hardly fire them due to obligations he owes them. And they are being awarded for incompetence and massive failures.

No surprise at president Bio’s led dummy administration nurturing inefficient workers to the peak of awarding incompetent people as best performers. Wonders shall never end and why then the promises of ending indiscipline in the Country.      

The presidency through the Chief executive had once registered its utter disappointments at the hopeless manners in which Ministers, Deputies, Heads of Agencies, Commissions, state owned enterprises to name just the few, are performing their various duties. A situation which president Bio could hardly manage, and has dashed into awarding poorly performed Ministers of health, Education and Finance for their failures in delivering on their mandates as three top MDAs.

A development state and non-state actors, including donor partners, opposition parties and pro-people civic groups have expressed displeasures about, considering the level of underperformances the president Julius Maada Bio led Sierra Leone People’s Party (SLPP) administration continues to record. To many the untimely presidential awards to the three Ministries do not speak to the fact of effective service delivery performance in those sectors and their various agencies.

We therefore declare a standpoint that there is no need for president Bio to have wasted taxpayers’ moneys on rewarding perpetual failures. The public expect rewards/awards for high level of performance, efficiencies and innovation and not failures like what the president Bio has deceptively done in the misplacement of those golden opportunities in the wrong hands. With desperations for international public relations attention, the Bio led SLPP government is desperately seeking praise in a bid to counter the massive financial mismanagement of state/public funds scandals being received from the United States based media organization; Africanists Press and others. The government should not be in a rush to profile itself in a falsity Contrary to the situational realities on the ground.   

Nobody is stopping president Bio from cleaning the mess his administration and award his boys for their incompetence and gross failures, but before going that far he should set up a performance rating standards for all heads of MDAs like his predecessor used to do through the Performance Management Service Delivery and Directorate PMSD, in former Office of Chief of Staff, which normally set up performance rating for MDAs within a stipulate timeframe of three months. The PMSD which professionally succeeded in monitoring the works and activities of agencies, operated under the Strategically Policy Unit-SPU under the supervisions of former Chiefs of Staff, Dr Richard Konteh and later Mr Saidu Conton Sesay under the ever resulted and development oriented leadership of former president Dr Ernest Bai Koroma. That led to the successful implementations of the Agenda for Change and the Agenda for Prosperity Prospectively.

To note the least PMSD further cascaded its strategies to MDAs thereby supervising, and even trained senior vote controllers in the management of their various Performance Contracts. Such is what is expected from the incumbent system provided they apply the existing templates inherited from the foundations upon which they already stand.

With that, even as there are massive failures, yet there must be room for improvements and the recording of successes moving forward in MDAs, where much works are expected to be done for the successful implementation of government’s new direction development plan.

And besides why president Bio and the poorly performed SLPP new direction government should not be in a worry to award itself for failures is that there is nothing impressive at all since they set in to serve barely three years ago. So what exactly president Bio is awarding health, education and finance ministries and their unproductive departments and agencies for are the million USD questions people from all shades of opinions are asking the government, the president and the SLPP fully led diaspora hegemony to provide appropriate answers for. Is it due to the recruitments of unskilled staff from Chief Minister Prof. Francis to the least Ministers who lack the capacities to deliver on their tasks or a mere moves to hire SLPP members and supporters as promised by the party to fulfil pledges made during the campaigns.

That is not professional governance but high place public sector corruption being perpetuated right across the country’s public service. And don’t wonder why the rampant underperformances in the public and civil service under the present SLPP regime of president Bio.

Instead of rewarding failures for the dishonourable performances at the three ministries and the entire government, president Bio should have directed resources spent on that untimely event to the provisions of clean and pure drinking water to communities without regular water and power supplies, community health facilities, good road networks, public transports for major towns and city commuters in so many parts of the country.

That would have received a huge accolade from the masses than the resentment being received from the public for awarding failures and failed ministers.   

However, instead of provoking the people to anger next time president Bio direct resources to better purposes than awarding miscarriages of public service tasks.
